Our Team

The Economic Development team is a group of seasoned and talented individuals who bring a variety of skills to the City of Westminster. While we focus on the core functions of business attraction, expansion and retention, our work begins at the intersection of business, places and people.

We understand that a vibrant and inclusive community can only be created when a holistic approach is taken toward growth and prosperity. Our affordable housing policies and programs are a step toward ensuring that our residents have options for attainable housing. Our development and redevelopment projects, including Downtown Westminster and Westminster Station, will feature modern amenities that our residents want, while keeping an eye on sustainable design, multi-modal transportation options and the City’s commitment to open space. All of these efforts are helping us attract and retain a labor pool that companies are seeking.

Kimball brings to the table more than 20 years of experience in a diverse range of economic development activities and organizations, always with a keen perception of market trends, best practices and the best outcome for the community. Kimball’s negotiation and deal making efforts throughout her career have resulted in projects announcing nearly 35,000 jobs and nearly $3 billion in capital investment.

She joined the City of Westminster, in late 2021 where she directs Business Recruitment and Retention, Small Business Development, Affordable Housing, Downtown Development and Redevelopment efforts. For the past nine years, she served as Economic Development Director for Hillsborough County serving a diverse population of more than 1.5 million. There she managed a staff of 28 and more than $113 million in active public investment agreements in a wide array of subjects including Corporate Development, Entrepreneurial Services, Workforce Development, Disadvantaged Minority and Small Business Development, Redevelopment, Competitive Sites, Cultural Assets, Historic Preservation, Agribusiness Development, Innovation District, Business Intelligence and Tourism Development.

Prior to joining the Hillsborough County, she served in leadership roles as Director of Business Recruitment for the Tampa Bay Economic Development Council, Senior Vice President of Economic Development for Infinity Global Solutions (IGS), Business Development Chief for the Jacksonville Economic Development Commission (JEDC), Business Intelligence Officer for the Tampa Bay Partnership. Prior to this, Kimball served with the City of St. Petersburg Economic Development Department and the Downtown Denver Partnership.

Kimball is a Certified Economic Developer (CEcD) by the International Economic Development Council (IEDC) and holds an MBA from the University of South Florida, as well as, a bachelor’s degree in International Studies, both degrees with highest honors.

A new addition to the Economic Development Department, Julie has an extensive, 37+ years of executive assistant experience in local and municipal government.  She has served under executives which include: Police Chief, Economic Development Director, Deputy Police Chief, and Director of Performance Improvement and Accountability.  She finds great joy and pride in helping executives bring their goals and objectives to fruition.

As a young girl, Julie and her extended family escaped the Viet Nam war on April 29, 1975 and has resided in Colorado since.  She studied Business and Finance Administration at Front Range Community College.  A long-time resident of Westminster, Julie is honored to join the City of Westminster and the esteemed Economic Development team as executive assistant.

 

John Burke, P.E., CFM

John worked as a Civil Engineer in the private sector for 10 years, and has invested the last 12 years working for the City of Westminster. Currently John is the Downtown Development and Construction Manager. Prior to that, he managed over $30 million dollars in infrastructure projects to complete Westminster Station which is part of RTD’s Commuter Rail system called the B-Line. He is now turning his focus to help the City in bringing the vision of becoming the next Urban Center on the Front Range to fruition.

Mona Choury

Mona joined the City of Westminster in 2004 assisting Economic Development. In 2016 she began supporting the development of Downtown Westminster as a Downtown Management Analyst. Her primary focus is development and real estate transaction support, maintaining project schedules, managing the Downtown-related budgets, as well as performing focused research and special tasks relating to the development of Downtown.

Mona is a Westminster native and previously worked for a local Westminster business as an Operations Manager.

Stephanie Troller, CEcD

Stephanie joined the Economic Development Office in early 2017. Her primary focus will be assisting in the revitalization of south Westminster and business retention. Stephanie brings over 13 years of economic development and project management experience. She has a strong background in helping communities achieve their short-term and long-term goals through facilitated strategic planning processes.

She previously served as the Colorado Main Street Coordinator at the Colorado Department of Local Affairs. Prior to that, she served as a Regional Economic and Community Development Manager in New Mexico. Her professional background includes business retention, downtown revitalization, affordable housing, public facilitation, policy, and practical problem solving.

Stephanie is a Certified Economic Developer, CEcD, with focus on strategic planning and neighborhood revitalization. She holds a bachelor’s degree in International Business from New Mexico State University and a Master of Public Administration from the University of Colorado, Denver.

Chris Gray

Chris joined Economic Development Office in 2011. Chris’s core responsibility is to operate the business attraction function of the office.

Chris has extensive experience in the Denver metro economic development market having served in business development capacities with the Metro Denver Economic Development Corporation, the Aurora Economic Development Council and the Mid-America Manufacturing Technology Center at Colorado State University.  He has also coordinated aerospace industry outreach for Metro Denver WIRED, a strategic workforce development program and served as Director of the San Luis Valley Economic Development Council.

A native of the Cleveland, Ohio area, Chris holds a bachelor’s degree in Economics from Northwestern University, and a master’s degree in Public Administration from the University of Colorado/Denver.

Shelby Wood

Shelby has worked for the City of Westminster since 2012 and joined the Economic Development Department in 2016. Her primary focus is helping the City’s small businesses. She does this by managing the Small Business Assistance programs, providing technical assistance and conducting outreach. She is also responsible for the management of the Department’s budget. Shelby also works collaboratively with regional partners in developing business trainings, ongoing small business tools, and with other partner engagements.

Before joining the City, Shelby worked in the private sector as an Operations Manager at various companies in Florida and Colorado. Shelby is a graduate of the City’s Leadership Development program and is working towards becoming a Certified Economic Developer (CEcD). She holds a bachelor’s degree in Business Administration from the University of Tampa where she graduated cum laude.

Stephanie started with the City of Westminster as a Community Assistant at City Hall in 2019. Stephanie recently joined the Economic Development team in 2022 as Business Navigator. In the role of Business Navigator, Stephanie is working with existing and startup businesses in the Westminster community. She is focused on introducing businesses to the multiple opportunities and resources that are available in Westminster. Stephanie provides business outreach specifically for locally owned businesses and restaurants. She engages in retail strategy and recruitment and is a trusted point of contact for the business community.

 

Stephanie has over twenty years of experience working in commercial real estate with a focus on retail and restaurants. She worked for multiple commercial developers as a property manager and leasing manager for several mixed-use projects in the Denver metro area. Stephanie is passionate about working with locally owned small businesses. She has been a Westminster resident for over ten years and enjoys working in her community. Stephanie has a Bachelor’s of Science in Business Management with an emphasis in Marketing from The University of Northern Colorado.

Molly Tayer joined Economic Development in February 2018 as the Housing Coordinator.  The new position will identify opportunities to partner with private and non-profit developers and local housing authorities to build and retain affordable and attractive housing to address the growing need in our city for housing for the middle.

During the housing needs analysis accompanying the 2017 Affordable and Workforce Housing Task Force process, the Westminster City Council prioritized housing as a emergent area of concern and designated staff resource to focus on Westminster’s housing challenges and guide the implementation of identified solutions.  Molly’s work plan is informed by the Affordable Housing Task Force Recommendations, as well as emergent opportunities identified in proposed development and redevelopment, and current and long-range planning objectives.

Molly brings to our organization a background seasoned in both municipal government and private sector policy analysis; ranging from managing Affordable Housing and Small Business investments in Santa Fe, New Mexico – to crafting community involvement processes and impact dialogues with neighbors and community stakeholders across Colorado. Molly holds a Masters Degree in Public Administration from the University of Colorado in which she focused on organizational leadership and facilitation of complex community issues. Molly has also served as an adjunct professor at the School of Public Affairs at CU-Denver where she taught Public Involvement: Theory and Practice.

Boni Leuenberger

Boni has worked for the City of Westminster since 1993, and joined the Economic Development Office in 2016. She has handled the Community Development Block Grant (CDBG) quarterly reporting, established and maintains CDBG project folder, Integrated Disbursement Information System (IDIS) set-up, draws and accomplishments, Davis Bacon compliance, assistance with the Emergency and Essential Home Repair program, yearly reports to the State Historical Preservation Officer (SHPO), reconciliation of funds, invoice payment and other staff support.
